      3. 2003-2004 Goals:
      Education Programs
      • No new updates for the summer. Currently we have five programs and will add a second day to the 6th grade program - Adventures in Recycling.

      Construction  Recycling.

      • The new construction recycling manual was presented.
There were a couple of errors that will be changed then Craig will research publishing costs. We may get some printed through the City.

       PRUs.

      • The last PRU to be installed at 5th and Lincoln is ready. Installation will be sometime before the City Council meeting on Tuesday June 22nd. Craig will follow up with Fedewa then Michelle can send notice to publications. We need to get pedestals from Dawn Dimmit of Rocky Mountain News and Denver Post her paper is donating them once again - Thanks Dawn!
      • The next PRU (our 4th) will go in by the Shack, near Old Town Pub, or the bus stop at Walton Creek. We are working on funding for it.

      •

      Increase Public Awareness and Funding.
      • We will be submitting a letter to the city to receive the $1,100.00 from the Steamboat Ski area grant money.
      • We will be submitting grants to Wells Fargo and the Steamboat Ski abd Resort Corporation by June 30th, 2004.

      Electronics Recycling.

      • G&S Mountain Recyclers and YVR will host an Electronics Recycling Event on Saturday June 5th, 2004 at the Meadows parking lot.

      • The cars will drive in and be given a clipboard with information to fill out. They will pull up to the next station and have their car unloaded and pay.  There will be no need to get out of the car.
      • Gary will bring a canopy, water, and lunch. He will also  and supply the tractor and trailer out of Denver.
      • The nonprofit company he is working with can recycle up to 90% of the electronics.
      • Gary received $3,500.00 in State grant money to put on this event.

      Monitor Recycling & Waste Annually.

      • No new updates.

      Satellite Recycling Sites

      • The Clark Store Satellite site will be presented to the County in the 2005 budget requests.

      Multi -Family Recycling

      • We will pick one condo which has recently been built (probably one sponsored by CRS due to its affiliation with Kathy Connell who values recycling) then try to get them to recycle. Our thoughts are to start small and find a system that works for getting condos to recycle.

      •
      Membership
      • Brenda has called or e-mailed everyone on our YVR list. Many have moved away. There are about 10 members who do not have time for meetings but want to be on the volunteer list. The list is currently at 50 active members.

      •
      Special Events Promotions
      • Soup Bowl Supper
      • Telephone Book Recycling at City Market

      Post Office Recycling.

Promoting New Recycling Endeavors by Private Citizens and/or Company's
The following is a list of people or organizations we will actively support:
      • Ryan Morgan - Beginning new recycling business in town - may be able to qualify for a USDA loan.
      • Les Limon - may be starting a composting site.
      • MJ Miller - Will be giving us his new name for his slash recycling company once it is decided upon.
      • Sue Bockelman of the Plant Pro who is recycling flower pots collected at City Market.
      • Kathy Connell - CRS for condo recycling.
      • Stuart Orzach  - Instrumental in acquiring recycling at Walton Creek.

Barb Hughes, Craig Schifter, Wendy DuBord, Mike Zopf,  Wayne Arden, Candace Noriega, & Michelle Diehl

      Next Meeting: June 3rd, 2004
      (12:00 - 1:00)

Meeting Location: County Commissioner's Meeting Room
      @ Courthouse Annex

      Lunch will NOT be served

      1. Announcements: No new updates

      2. Finances: No new updates

      3. 2003-2004 Goals Review:

Acquire Quarterly MRF Volumes and Increases in Household Recycling; Graph on a Bar Chart.
    • We do not believe the MRFs from Waste Management gave an accurate monthly progress of recycling in the Yampa Valley due to stockpiling of recyclables, turnover in staff, and not a good representation of all recyclers in the valley. We will monitor the annual progress in 2004 -2005 of recyclables from all entities plus the waste amounts from the landfill.
    • The Clark Store in Clark, Colorado was recently purchased by the Weston Family and they would like to put a satellite recycling site at the store. This will elevate the MRFs in 2004 - 2005.
    • A new recycling company is forming in Steamboat Springs by Ryan Morgan and his wife. They will pick up commingle from downtown businesses. They will take the glass to Connell Resources or to Waste Management. So far they have eight contracts. They supply the bins to the businesses.

    •

Update the Waste Assessment Survey Annually.  Bob Peterson updated the 1998 Waste Assessment survey this year. It is current for the year 2002.

Increase the Education Programs and Record Number of  Individuals Reached.
    • We currently have five education programs. Our newest program added this year is geared towards first grade students and is entitled The 3-R's.
    • The total number of people taught during the 2003 - 2004 goals year was 555.

    •

    Three More PRUs.
    • We had hoped to add three PRUs this year; however, we will only add two.
    • The  downtown  post office PRU is installed.
    • The TODAY paper printed a picture of the installation process.
    • The names of publications were drawn randomly for placement spots.
    • Coordination of the 5th and Lincoln PRU will be finalized in May and installed in early June.

    •
Increase Condo Recycling. This is one of our biggest disappointments. No one took charge of this goal and nothing happened. We will reinstate this as a goal for 2004 - 2005 and seek leadership in this area.

    Research Construction  Recycling.
    • Probably one of the most successful first time goals! A committee was formed early in the goal year comprised of Rick Fuller of TCD, Craig Schifter, Gus Hall, Doug Bell, and Wendy Dubord (let me know if I left someone out). The team began with the Sundance Project led by TCD. The original goal was to evaluate if reducing, reusing, and/or recycling could save bottom dollar costs when the project was complete. Rick Fuller announced to the TCD foreman that there was a $4,000.00 savings due to reusing instead of throwing away. This was very exciting because now it opens the doors to larger scale use of the 3-Rs on job sites. The next two locations TCD will incorporate the 3-Rs are the Ski & Bike Kare building on Lincoln and the Elkhorn Condominiums on the Mountain. We will include the success of these two projects in the 2004 - 2005 goals report.
    • The construction recycling committee also developed a construction recycling guidelines manual which will be published during the 2004 - 2005 goals period. They hope to stock the manuals at the permits office to hand out to any construction crew applying for permits.

    •

Telephone Book Collection Drive. City Market hosted a recycle drive for one book but not for the second.

    On-Going Public Relation Activities.
    • Steamboat Clay Artisans (SCA) Soup Bowl Supper Committee has chosen YVR to be their 2004 beneficiary. This event will not take place until the fall.
    • Recycling facts continue to be published in the local paper.
    • America Recycles Day (ARD) was once again successful. We had nine satellite recycling sites, two displays of the CAFR traveling recycling case, a city proclamation, and a county resolution.
    • Flower pot recycling began at City Market in May.
    • YVR partnered with Mountain Recyclers to begin planning for the summer 2004 computer recycling event which will take place in the 2004 -2005 goals year.

    •
    Increase Public Awareness and Funding.
    • Awarded $1,100.00 from Steamboat Ski area grant money.
    • Increased funding from County to $12,000.
    • Received private donations of $500.00.
    • Created a PRU sponsorship brochure.
    • Received funds from City and they agree to maintain two more PRUs.
    • Applied for but denied grants from Group Publishing, Patagonia, and not sure of YVCF Silver award in education we applied for.

    Research Electronics Recycling.
    • G&S Mountain Recyclers opened up a steamboat office across from Waste Management to handle obsolete electronics.
    • YVR is planning the summer computer recycling event with Mountain Recylers.

    •

    Post Office Recycling.
    • The post office has placed a recycle bin in the back for the undeliverable bulk mail that was previously just  thrown out.
    • We are trying to get office paper (bulk mail and envelopes are in this category) bins in the front for customers.

    •

    Increase Business Recycling/Buying Recycled Products.
    • The city and county both have buy recycled programs in place. As long as a recycled product is no more then 10% higher then the cost of a non recycled product then they buy it.
    • The new construction recycling manual has buy recycled sources listed in it.

    •

Assist Moffat County in Establishing a Recycling Program.
    • No one form Moffat has asked us to partner with them. There are groups such as boy scouts who have recycle programs which are unaffiliated to YVR.

    •

Increase Public Awareness and Funding. No new updates

Research Electronics Recycling.

  • Gary Cruson from Mountain Recyclers (736-2364) gave a presentation of new recycling information:
    • There are going to be state level changes in recycling due to Sham Recyclers (brokers and shippers of recycled goods) because they are sending items to California without the proper tracking. The problem with this is that recycled components in hard drives are reaching people other than recyclers. Gary's company will be conducting state level training in the recycling sector of government.
    • Currently consumers are not required to recycle electronics but businesses are.
    • In 2002, 30 million computers were obsolete. In 2004 it will be more like 130 - 180 million will be obsolete.
    • Any computer with one or more green cards (soldered circuit boards) is considered hazardous.

  • Mountain Recyclers will be conducting a Computer Recycling Event on Clean Up / Green Up Day - June 5th.  This event will take place at the Meadows Parking Lot at the ski area. The pricing will be available by contacting Mountain Recyclers or calling the YVR hotline. We will need 10 volunteers from 8:00am - 2:00pm the day of the event. Please contact Michelle 871-1086 to volunteer.

City Market will set out a box at their garden center for weekly pick ups. She is available to pick up pots through October. City Market will only have garden center through July.
  • Guest Speakers Mike Miller and Cynthia Ferrendelli from M.J. Miller Inc.:
    • They are creating a lumber recycling facility that will chip undergrowth, beetle kill, and brush (no treated or painted wood / no bags or leaves). The chips will be sold. They also hope to have fire wood available. They have their land and permits.
    • They are located just before the Milner landfill on 205.
    • Currently they are accepting wood from contractors only and on a large scale basis like 10 dump trucks at a time. They hope one day to be able to accept from private individuals.
    • Cogeneration is where wood produces electricity. One day they want the ability to provide wood to cogeneration plants. This will be dependent on easy access to the site and on homeowner approval.
    • To find out more or to schedule a drop off call (970) 879-7861 or contact mjmillerinc.com

On-Going Public Relation Activities

  • The  Steamboat Clay Artisans (SCA) Soup Bowl Supper Committee is soliciting sponsors for their next annual event. To be considered as a recipient the winning beneficiary organization must do the following: procure food donations, sell tickets, serve the soup on the night of the event, manage all food services, and offer complete clean up of the event. The beneficiary may net as much as $5,000.00. We all agree we would like to be considered. If we are elected we will purchase a PRU. Michelle will write a letter to the SCA requesting to be the  beneficiary.
  • We will be giving an award to TCD for its recycling efforts after we can schedule with City Council. Awards are usually given in June which is the month the City of Steamboat Springs has deemed as Recycling Month.

4.  Other Business:

  • Special Guest Speaker: Steve Lewis
    • Steve presented his dream of offering Biodiesel in Steamboat Springs. He is a local who has the desire and drive to make this a reality. He gave us a lot of information and asked only for our ideas in seeing this become a reality.
    • What we learned about Biodiesel:
      • It is an alternative fuel source for machines/vehicles
      • Made with vegetable oil which can be obtained from restaurants (restaurants usually pay .15 cents per gallon to dispose of old oil) and mixes with other ingredients which can be obtained from local farmers.
      • B20 = 20% Biodiesel and 80% regular diesel fuel mixed (can be used year round).
      • B100 = 100% Biodiesel (mainly used in summer months)
      • Positives: Burns cleaner than standard fuel - reduces air toxins by 9% - emits no sulfur - reduces our dependency on foreign fuel - more efficient for what you get from it (more energy for free) - lubricates the engine parts and may extend the life of the engine - can be mixed with regular diesel fuel to allow it to be used in harsh climates year round (mixed with additives can be used at 15 degrees) - its byproduct is glycerin  which is soap - VolksWagon changed their engine design in 1993 to allow for the use of Biodiesel -  not a money saver yet, but definitely the right thing to do!
      • Negatives: Can cause problems with plastics and fuel injection motors (may negate warranties on engines) - gels at 32 degrees vs. regular diesel fuel which gels at 20 degrees - on average is .20 cents more per gallon.
Thanks Steve for an excellent presentation! if you have any idea or suggestion for Steve regarding Biodiesel please notify him.

We will bring this up in our 2004 -2005 May goal setting meeting as a possible goal for next year.

If you see a mistake please submit to Diehl@springsips.com. Corrections will be made to the master copy then included in next month's minutes.

Thank you for all your recycling efforts!

    • Hemp Essentials (Heather Howell) - $250.00
    • Mike & Barbara Hughes - $250.00
    • Craig Schifter - $250.00

3. 2003-2004 Goals:
Acquire Quarterly MRF Volumes and Increases in Household Recycling; Graph on a Bar Chart. No New Updates

Update the Waste Assessment Survey Annually.  The 2002 recycling rate for Yampa Valley was 5.1 %. Colorado was between 12 - 18% (depending on who calculates the numbers) and the USA was recycling at a rate of about 30%.  The amount of waste recycled from 1998-2002 has increased 26%.  Note that the recycling rate for 1998 was 4.3%.

Bob Peterson who is an environmental engineer with experience in the waste industry brought his long and short versions of the Waste Assessment study he has completed. We have a copy of his information if anyone would like to see it. His main contacts were the Colorado Dept. of Public Health & Environment, Moffat County Landfill, Milner landfill and Waste Management (Aces High was not included). His study shows that in 2002 there was 52,600 tons of waste generated in the Yampa Valley (includes recycled material).  This is approx. 8.5 pounds per person per day.  Waste disposed at landfills in the State of Colorado increased 39% over the last five years while the Yampa Valley it increased only 6%.   Recycling in the Yampa Valley increased 26% over a five year period from 2235 tons to 2691 tons, which put us at a 5.1% recycling rate compared to 4.3% in 1998.  Bob believes tshe YVR educational programs and  new satellite recycling sites in Hayden and Oak Creek have helped increase the recycling rate.

We will be using Bob's very valuable assessment to aid us in grant writing. Thank you so much Bob!! Other suggestions were to track the number of customers WM. has verses how many are recycling. We will talk to Jay about getting these numbers and if they are accurately tracked - WM. is very busy right now and under staffed so the numbers may not be accurate yet. The computer recycling event was not included in the above numbers.

Increase the Education Programs and Record Number of  Individuals Reached. Deb Fuller will be presenting a composting presentation to the Board of Education. She will let us know when that meeting is scheduled so we can attend. Michelle will get information to her regarding environmental friendly lunch trays since they are currently using styrofoam. We may want to consider the school situation a project and goal for next year.

Barb attended the Strawberry Park PTIC meeting to encourage more recycling. A concerned parent there has volunteered to get a letter to the parents encouraging recycling. DR. D (the principal) was hesitant because he doesn't want to give his teachers another task to be responsible for. Possibly Johnny Walker and his green team from the middle school could take this on as a project.

Three More PRUs.

  • Paulie will distribute PRU sponsorship brochures to businesses throughout town. The minimum donation will be $250.00.
  • Kevin Fedewa is in the process of ordering material and will build the two PRUs.
  • The papers are being contacted for inclusion in the two PRUs.
  • Some talk occurred on publications that may not want to be in the PRUs. We will tackle this after all publications send their request to participate.
  • YVR may want to consider writing letters to newspapers commending them for using the PRUs and ask them not to place news racks in an area that has a PRU if they are currently in it.
  • Michelle will write a letter to the Board of Realtors asking them if they would like to build their own PRUs just for Real Estate publications since we fear the demand to be in the PRUs will outweigh the space and news publications will always have priority.
  • Property owners are ultimately responsible for maintaining their own sidewalks and have a say to the publication racks that sit on them. There may possibly need to be legislation on the amount of real estate brochures appearing everywhere (not news publications). This will not be very popular but the sidewalks are becoming full of real estate racks. This thought will be presented to the DBA since there concern is also downtown beautification.

Increase Condo Recycling. No new updates

  • We could really use some leadership in this area.
Research Construction  Recycling. Craig Schifter reported that the Ski and Bike Kare building and the Elkhorn Meadows condominium projects both lead by TCD will be the next Construction Recycling Projects. Rick is compiling the numbers for the Sundance project which was a success.
The team is creating a construction recycling guide book for contractors. They used a model from King County, Washington.  It will be available to all construction companies and at the permits office when the revisions are complete. The construction committee will be giving out awards for successes.

Telephone Book Collection Drive. Wendy will contact the Tile and Carpet company to see if they have an interest in working with us on a partnership to recycle phone books. City Market did not place the second recycling box out after Names and Numbers arrived because the corporation never responded back to Erik (the manager at City Market) on his request to recycle. We need to explore alternatives since City Market may not be a reliable recycling source in the future. Many callers both to the City and the hotline were given misinformation since the second box never materialized.

    1. Announcements:

    2. Finances:

    • We submitted a grant to the Steamboat Ski and Resort Corporation asking for $2,200.00 which is the remaining amount we need to fund the second PRU. Barb gave a presentation to the deciding committee; we were awarded $1,100.00.
    • Other Donors for our PRU Project:
      • Hemp Essentials (Heather Howell) - $250.00
      • Mike & Barbara Hughes - $250.00

    3. 2003-2004 Goals:
Acquire Quarterly MRF Volumes and Increases in Household Recycling; Graph on a Bar Chart. There are 16 new curbside customers and 11 new business customers. The newspaper and cardboard volumes shipped are down from previous months because WM has had trouble getting trucks. They have 68 tons of newspaper and 74 tons of cardboard that they have not been able to ship.

Update the Waste Assessment Survey Annually. Bob brought his long and short versions of the Waste Assessment study he has completed, but due to time restraints we had to table the presentation until next meeting.

Increase the Education Programs and Record Number of  Individuals Reached. We have received the fourth grade prize of refrigerator magnets and fountain pens. They are not going over very well with the kids. We will order water bottles or another comparable "kid friendly" prize for the fourth graders next year. Programs were taught to Strawberry Park (November 12th) and Soda Creek ( December 15th) fourth grade students. Altogether there were approximately 130 kids.

    Three More PRUs.

    • Paulie will distribute PRU sponsorship brochures to businesses throughout town. The minimum donation will be $250.00.
    • Kevin Fedewa will build the PRUs.
    • We will contact all newspapers in the next couple of weeks to inform them of the PRUs to be located on 7th and Lincoln and the downtown post office.
    • YVR may want to consider writing letters to newspapers commending them for using the PRUs and ask them not to place news racks in an area that has a PRU if they are currently in it.
    • Ruth will contact DBA to keep them informed of the progress of the new PRUs.
    • Wendy will look into any legal issues pertaining to open spaces in a PRU and the first amendment. We don't foresee any problems - all papers except the Mountain Gazette have been extremely cooperative and supportive.
    • Paulie wrote a letter to Mountain Gazette expressing our disappointment in their lack of willingness to participate in the Pilot PRU.
    • The downtown post office location will also house an unwanted mail bin.

Increase Condo Recycling. No new updates

    • We could really use some leadership in this area.
Research Construction  Recycling. No new updates from committee

Telephone Book Collection Drive. The new Names and Numbers books have arrived but there is no recycle box available at City Market. Erik, the manager from City Market, is trying to get an ok from corporate to have a box in front of his store, but until he gets the ok we do not have anywhere to recycle the new books. Please try to hang on to the books for a while longer. Erik is very hopeful he will get an ok from corporate.

On-Going Public Relation Activities. America Recycles Day (ARD) celebrated its 6th year as a nationally recognized event. Once again The Routt County Commissioners presented YVR with a County Resolution on Monday, November 3rd. City Council awarded YVR with a proclamation on Tuesday, November 4th. Several members were in attendance. YVR Members and the Stepping Stones kids placed approximately 80 posters around town to advertise the event.

We honored ARD this year by co-sponsoring another satellite recycling drive and curbside sign-up with Waste Management. The sites for recycling were: Stockbridge Center, Shop & Hop, Milner Mini Storage, Clark Store, Hayden Road and Bridge, and the Steamboat Ski Area (Gondola Lot). The final numbers for recycling in the satellite locations were 6 yards of commingled and 8.5 yards of newspaper.

Waste Management received a lot of calls about recycling due to our extensive advertising campaign. Three townhomes signed up for recycling. Big Country Resorts has plans to add recycling to several of their properties. The Mt. Werner Water District added commingle and newspaper to their recycling program. There were 14 new residential curbside customers sign up.

CAFR loaned us one of their traveling display cases which shows numerous items made from recycled items. It was on display in the Bud Werner library. It was also displayed at the County Commissioners meeting and at the City Council meeting on days we received our Proclamation and Resolution.

Increase Public Awareness and Funding. Wayne has an idea to have YVR sponsor a cross country ski race called Race for Recycling. Wayne will research the idea a little more and we will discuss it at the January 8th meeting.

Research Electronics Recycling. In process through private company: Mountain Recyclers 736-2364.

Dell Computers will be granting money for 10 electronics recycling events in the upcoming year; however, it was determined we are too small scale to apply for the grant. We have asked to be notified when they grant the sponsoring cities so we can post it on our web site. Paulie will also advertise it in the Local.

Post Office Recycling. No new updates from Jay Harris. We did receive a hotline call from a lady who is contracted by URL to research post office recycling in Colorado.

Increase Business Recycling/Buying Recycled Products. Ongoing

Assist Moffat County in Establishing a Recycling Program. Ongoing

    4.  Other Business:

    • Les Liman from the Emerald Mountain Partnership (EMP) gave an informational update on the land leased by the state board of commissioners called Emerald Mountain. The EMP would like for the 1,200 acres of landlocked public open space be exchanged for Emerald Mountain where there is ample access for the general public. The land owners who border the 1,200 acres are in opposition with EMP because they have access to these public lands although the general public usually does not. The group took a vote regarding supporting this cause and writing a letter stating so. Wendy and Steve had to abstain for conflict of interest reasons and Wayne passed based on not wanting to see YVR take on causes outside of our focus. The rest of the group will support EMP and write a letter stating so.

If you see a mistake please submit to Diehl@springsips.com. Corrections will be made to the master copy then included in next month's minutes.

Thank you for all your recycling efforts!

    2. Finances:

    • We submitted a grant to the Steamboat Ski and Resort Corporation asking for $2,200.00 which is the remaining amount we need to fund the second PRU. Barb gave a presentation to the deciding committee. We should  have an answer by our December meeting. This group will be allotting $75,000.00 to non profits.
    • We were denied the Group Publishing Grant. There were no repeat winners that Wayne could see.
    • Wendy suggested to have volunteers donate a $10.00 - $15.00 membership fee.
      •
    3. 2003-2004 Goals:
Acquire Quarterly MRF Volumes and Increases in Household Recycling; Graph on a Bar Chart. No new updates

Update the Waste Assessment Survey Annually. Bob was unable to attend the meeting. We hope to have his update in December.

Increase the Education Programs and Record Number of  Individuals Reached. We have received the fourth grade prize of refrigerator magnets and fountain pens. We are giving water bottles to the third grade students. The education team went to Hayden on the 20th and 22nd of October; the third and fourth grade classes were taught. The third grade response is much better then the fourth grade response for forms returned.

    Three More PRUs.

    • We have received an ok from City Council for funding the maintenance of two more PRUs which Waste Management will service.
    • Next year we need to include any additional PRU maintenance costs in the June funding request.
    • Rick has sent the RFP's out and should have them all back soon.
    • Ruth will inform Brown and Brown they can sponsor the Post Office PRU.
    • Steve will look into the swaying top of the pilot PRU.
    • Michelle will ask Rick about interchangeable signs.
    • Barb will research getting a new sponsor sign and a plastic cover for it.
    • Michelle and Barb will research a new system for the sponsor plaque since TCD's name is gone from the original plaque.
    • The papers will be contacted after we decide on a builder and are given a time frame.
    • The Post Office PRU will have a section for Unwanted Mail but we hope to have the recycles bins inside the Post Office by the time the PRU is built.

Increase Condo Recycling. No new updates

    • We could really use some leadership in this area. The time is right to contact management companies and homeowner associations to begin a diligent campaign for condo recycling. Does anyone have a passion to make this happen???
Research Construction  Recycling. No new updates from committee

Mike Miller from MJ Miller Excavating is trying to establish a building materials recycling space near the landfill. He would like to accept slash materials (wood not used on project) and compost or chip the material for recycling purposes. He will be going to the County Commisioners tonight. The landfill will be opposing this idea due to proximity and the possibility of contamination to a nearby testing area. The landfill would like to partner with them in the efforts. The landfill will be getting a new composting site.

Telephone Book Collection Drive. The new Names and Numbers books have arrived but there is no recycle box available at City Market. Erik, the manager from City Market, is currently helping out the stores in Californian who are on strike. Michelle contacted the other manager Chuck regarding the recycling box; he will look into it and get back to us.

On-Going Public Relation Activities. America Recycles Day (ARD) is in its 6th year as a nationally recognized event. It was displayed a the County Commissioners meeting and at the City Council meeting on days we received our Proclamation and Resolution.

Increase Public Awareness and Funding. Wayne has an idea to have YVR sponsor a cross country ski race called Race for Recycling. If anyone would like to chair this event please let us know. Ideas are in place but without leadership it cannot happen.

Research Electronics Recycling. In process through private company: Mountain Recyclers 736-2364.

Post Office Recycling. Jay Harris from Waste Management will be in touch with us after he talks with Bill Butler.

    (12:00 - 1:00)

Location Change for November Only: Crawford Room in Centennial Hall

    Lunch will not be served!

1. Announcements:

2. Finances:

  • We will be submitting another grant to the Steamboat Ski and Resort Corporation on or before October 24th.
    •
3. 2003-2004 Goals:
Acquire Quarterly MRF Volumes and Increases in Household Recycling; Graph on a Bar Chart. Waste Management is buying BFI which is one of the largest Waste Haulers (also owns a MRF and landfills) in the west. Due to this, WM has been stockpiling its recyclables so they can send them to the newly acquired larger MRF in Grand Junction. Luke Tellier is no longer an employee of WM; Jay Harris continues to work with us on various projects. Jay will be contacting Bill Butler from the post office to try to determine if they can move ahead with recycling in the main customer section of the post office. There is a stockpile of paper also at WM due to an Arizona paper mill being closed for 10 days. Connell Resources is no longer accepting glass from WM but continues to accept it from the ski area. We had heard that crushed glass has not been used in the West End Project. Mike Zopf will research the validity of this and let us know what is happening.

Update the Waste Assessment Survey Annually. Bob has compiled a new Waste Assessment Survey and will present it to us at the next meeting.

Increase the Education Programs and Record Number of  Individuals Reached. We have received the fourth grade prize of refrigerator magnets. We are giving water bottles to the third grade students. The education team will go to Hayden on the 20th and 22nd of November.

Three More PRUs.

  • We have received an ok from City Council for funding the maintenance of two more PRUs, but have been asked to present to them first the next time we want to build a PRU.
  • We will contact Rick to handle the RFPs.
  • The final rack has arrived for the pilot PRU on 7th and Lincoln. Wendy is going to have City maintenance guys install it. YVR will use the new rack to house the Recycling Guidelines for the Yampa Valley brochures.
  • We need to look into the swaying of the top of the PRU and a new system for the sponsor plaque since TCD's name is gone from the original plaque.

Increase Condo Recycling.

  • A visitor who attended our meeting was recently faced with bin signage problems in her home state and was able to have her trash company order wonderful signs. She has contacted the sign people (her waste hauler) and has forwarded the information to us.

The web site here for Chittenden Solid Waste District is:

    cswd,net

I spoke w/Marge Keough from CSWD who assisted me w/signage and brochures.  She said you will be able to get all this from their web site.  If you have any questions or if she can be of any assistance to you, she said to call her.  Her number is 802/872-8100 x234.

  • We could really use some leadership in this area. The time is right to contact management companies and homeowner associations to begin a diligent campaign for condo recycling. Does anyone have a passion to make this happen???
Research Construction  Recycling. The pilot recycling project at Sundance Plaza has been very successful for gravel and brick pavers.

Mike Miller from MJ Miller Excavating os trying to establish a building materials recycling space near the landfill. He would like to accept slash materials (wood not used on project) and compost or chip the material for recycling purposes.

Telephone Book Collection Drive. When the new phone books arrive in mid November, City Market will again have their recycle box available.

On-Going Public Relation Activities. America Recycles Day (ARD) is in its 6th year as a nationally recognized event. Once again The Routt County Commissioners will present YVR with a County Resolution on Monday, November 3rd. City Council will award YVR with a proclamation on Tuesday, November 4th at 6:30 p.m.. We are asking all members to please join us on Tuesday, November 4th to accept the proclamation.

We will honor ARD this year by co-sponsoring another satellite recycling drive and curbside sign-up with Waste Management (Jay gave his ok after the meeting). The group felt $500.00 in advertising would be reasonable and to also use the donation of the City Page for ads. We will need volunteers to hang up recycling posters to recognize the event. More details to come.

Increase Public Awareness and Funding. Wayne was not able to attend this month but will be at the next meeting to discuss this topic.

Research Electronics Recycling. Due to the rising costs of recycling electronics, a private entity is our best solution to electronics recycling. Mountain Recyclers has an office in Oak Creek and will have a satellite site across from Waste Management where you can schedule an appointment to drop off electronics. Their number is 736-2364.

Post Office Recycling. Jay Harris from Waste Management will be in touch with us after he talks with Bill Butler.

Increase Business Recycling/Buying Recycled Products. Ongoing

Assist Moffat County in Establishing a Recycling Program. Ongoing

4.  Other Business:

  • We have acquired a volunteer to pick up the recyclables from the Selbe Apartments once a week. She is a middle school student; her mother is a teacher.
  • Battery Recycling: Both the City (City Hall Building on 10th) and County (Environmental Health Building on Oak) accept used batteries for recycling.
  • Cell Phone Recycling: Gary at Mountain Recyclers will take them for a fee.
  • Candace suggested to watch the movie Ecological Design which is available at the library. There is a recycling part at the end.
  • The solar home tour will take place the week of November 6th.
